In 1938, the Riiklik Lavakunstikool was established under the Tallinn Conservatory, becoming the first state theatre education institution in Estonia. Due to the war, the theatre school ceased its activities as early as 1941, but during that time Voldemar Panso, Ellen Liiger, Ilmar Tammur, Heli Viisimaa, Edmar Kuus, and others were able to study there, forming the school’s only graduating cohort. The school was jointly led by the heads of Tallinn’s three spoken-theatre companies - Ants Lauter, Priit Põldroos, and Leo Kalmet (once again as head of the school) - thus demonstrating a noteworthy and rare collegial spirit. In addition to them, Paul Sepp, the “father” of the previous school, was active at the theatre school, as was Felix Moor as a speech instructor; Moor had studied at the Draamastuudio teatrikool founded by Sepp.
