The fourth, English-language issue of the yearbook of Estonian military history, published in cooperation with the Estonian War Museum - General Laidoner Museum and Tallinn University Publishing House, is dedicated to the restoration of national defense in the Baltic states and other Eastern European countries after the collapse of the USSR.
The yearbook contains research by US, Czech, Latvian, German and Estonian historians and military personnel on the re-creation or transformation of national defense in East Germany, Czechoslovakia, Latvia, Poland and Estonia in the years 1990-2004.
In addition, the yearbook contains feature articles by Toe Nõmme on Estonian arms purchases in the 1990s, by General Ants Laaneotsa on the military plans of the USSR at the beginning of World War II, and Hain Rebas's memorial studies on the failure of the 1993 national defense concept in the Riigikogu and the so-called Israeli arms deal in 1993.
The introduction is written by Trivimi Velliste, the former Estonian foreign minister and ambassador to the United Nations.
