Mihkel Muti's novel deals with the transitional period in Estonia, resembling a gigantic snapshot of one day from the novel "The Cave Folk Go Down in History." It is the year 1991. The Republic of Estonia is already within reach. The protagonist, Eff, in his thirties, cheerfully leaves home in the morning to seek his fortune in Tallinn's life. He encounters a whole array of people and hears about their fates. People seem feverish, for in this new era, there are both winners and losers. Now you need to get a foothold, otherwise you'll end up getting left behind, whether it’s independence or not! During the day, Eff eats a wonderful new ice cream called "Penguin" and late at night listens to the howling of stray cats.

What a time, when everything that has happened in the intervening twenty-two years is yet to come. Thus, the reader can see what has come true from the hints and natures of that time, and what has not. This is all a bit sad, but sometimes also incredibly funny.
