By 1944 it was clear that all Estonian men had to take up arms against the enemy advancing from the east. The formation of border guard regiments began. The Sixth Border Guard Regiment was formed in Pärnu and was made up of men from the city and county of Pärnu. Major Paul Lilleleht, a hero of the War of Independence and the then commander of the Pärnumaa Home Guard, was appointed commander of the regiment, and he set about recruiting the regiment with his characteristic energy.
